Sandra Rocco-Melville

Sandra’s journey with Noah Homes is a testament to her unwavering dedication and profound commitment to the well-being of our residents and staff. With nearly four decades of service, Sandra has managed a sizable team and overseen the health, happiness, and safety of our beloved residents with unparalleled care and compassion.
Beyond her day-to-day responsibilities as Executive Director, Sandra is instrumental in shaping the care landscape for individuals with developmental disabilities. Her collaboration with local and state agencies to establish standards of care for memory care homes is pioneering, setting a benchmark for excellence in our field. For instance, Sandra led her team in developing the first-of-its kind memory care program for adults with intellectual and developmental disabilities. Sandra's efforts have laid the groundwork for the nation's first memory care homes tailored specifically to meet the unique needs of those with developmental disabilities.
A history of leadership and service defines Sandra's journey at Noah Homes. From her role as House Manager at Casa de Esperanza to her tenure as Quality Assurance Coordinator, Program Director, and Chief Operations Director, Sandra has consistently demonstrated her commitment to upholding the highest standards of care and compliance.
Her transition to administration in 2023 as Executive Director further exemplifies her ability to adapt and excel in various roles.
With an Administrator's License from the State of California for Adult Residential Facilities (ARFs), Sandra brings a wealth of expertise to her work. Her dedication to sharing her knowledge and experience through training programs enriches her team and the broader community of care providers.
Sandra looks forward to continuing Noah Homes’ legacy and providing choices and support to adults with developmental disabilities and their families for years to come.
Kim Keane
DIRECTOR OF PROGRAM DEVELOPMENT

Kim has direct responsibility for the overall program design of Noah Homes, supporting 90 residents and 130 staff members. Kim is passionate about staff education and works diligently to ensure that Care Professionals are well-trained to provide the highest quality care for adults with intellectual and developmental disabilities. She is deeply committed to expanding and enhancing a dementia-capable system for Care Professionals. She has over 20 years of experience in curriculum development, design, implementation, and execution of customized training solutions for various organizations nationwide.
Kim has developed, tested, and trained over 1,000 care professionals across California in Dementia and Disabilities Escape™ - a highly specialized, hands-on training program for Care Professionals who work with adults with intellectual and developmental disabilities diagnosed with dementia. Kim graduated from Cuyamaca College with an associate degree in Communication Studies. She holds multiple certifications, including Adult Residential Facilities Administrator, Residential Support Specialist I and II, and Direct Support Specialist I and II. She is a Certified Instructor for the National Task Group (NTG) on Intellectual Disabilities and Dementia Escape™.
Valerie Davis

Valerie is the Program Coordinator and has been working at Noah Homes since August 2020. During her time at Noah Homes, she’s been responsible for supporting the COO and Director of Program Development and working on projects related to licensing, grants, resident placement, giving tours, and more. Her favorite part of working at Noah has been bonding with and spending time with the residents and her coworkers.
Valerie received her Bachelor of Arts in English and Global Studies from the University of California, Los Angeles. Before Noah Homes, she was a Philanthropy Director for the Bruin Belles Service Association of UCLA and worked at the Walt Disney World Resort in Orlando, Florida. Valerie grew up in San Clemente, California, and enjoys cooking, reading, and playing video games in her free time.

Hazel Mae Tapit

Hazel has worked at Noah Homes since December 2016, and is a Residential Support Manager. Hazel has had a few roles during her time working at Noah Homes. She started as a DSP, then Lead Staff in Casa de Caridad, in 2018 transitioned to a Casa Supervisor of Casa De Amor, and in October of 2020, was promoted to Residential Support Manager of Casa De Palmas (a Level 2 home with six amazing men!). Hazel also oversees Caring Data and is a very passionate committee member of Noah's PERCH. Her passion is ensuring the Noah Homes folks have fun and coordinating activities for them. She ultimately aspires to be an activities director for Noah Homes.
Hazel enjoys going to the gym and reading books in her spare time. She also is a proud fur mama to her dog (Jaxxy) and cat (Nami).
Samantha Rae Andico
MARKETING, NOAH’S PERCH

Sam is the Program Marketing Manager and has been with Noah Homes since June 2020. Her responsibilities include managing Noah Homes’ social media platforms and e-communications, helping maintain the organization’s branding, and serving as managing editor of the Noah Navigator. She enjoys spending time with the residents and is passionate about disability and housing rights.
A graduate of UC San Diego’s Communication Studies program (with a minor in Literature/Writing), she has led campaigns for local night markets with over 10,000 people in attendance, raised over $10,000 for a local boba shop’s major renovation project, assisted with decolonization initiative projects at a local museum, and much more.
Outside of work, she serves as a Programming and Marketing volunteer for San Diego Filipino Cinema, and loves roller skating, practicing calligraphy, and keeping up with the latest K-pop releases.
Melanie Buck
SECRETARY, NOAH'S PERCH

Melanie is the Scheduler for Noah Homes’ Direct Support Professionals and has worked at Noah Homes since March 2019. She has worked up to her position and now oversees the schedules of over 100 staff members, manages the OnCall phone, and coordinates staff training. She enjoys work the most when spending time with the folks and spending quality time with her coworkers.
Melanie is currently a student working towards her Bachelor’s Degree in Psychology. In the past, she has volunteered for Kaiser Permanente and taken multiple classes at Grossmont College to learn American Sign Language.
Melanie grew up in a bilingual English/Spanish household and is a proud pet mom to her dog and cat. She loves to watch movies, enjoy the outdoors, and spend time with friends and family.
Kaily Beckner
